Let me first change the word "werewolves" with "creatures of the night," to make it more general and so as not to left out different creatures that are as well have fetish or liking to the moon. Well, I would have wanted to speak of about the creatures, lycanthropes and a lot of night creatures but that would be going way outside of topic.
To begin with, the creatures of the night is always there during night and were never govern by the moon. To simplify, an owl will always be hunting during night whether there is a full moon present or not, or to say, the werewolves will always be there even if there is no full moon present. How come?
Visibility and sight, that is the significance of the moon. The light from the moon helps us to see better during night. So instead of being hidden by the cover of darkness, these creatures of the night are visible or a bit visible. And that is why we say these creatures appears only during the full moon because that is the only moment when we can see them fully or barely or until the rip us to shred, they can actually do that.

Crazy? In what manner? I have no idea about this but I know of people putting their trust too much in something that in turn manifest their idea into reality, or in other words "faith" and "religion."
But what does faith and religion have to do with crazy or rather with the moon? It depends on the perspective. Some religion focus their faith on the moon. And some practices they do probably might seemed crazy to others.
What about those that becomes hysteric crazy? Well, they may have some type of mental illness that stimulates and kicks in when certain conditions happens. Some might be seeing a big round shining rock up the sky during the night.
But what is manifesting ideas into reality?

During full moon there will be high tide, due to this certain number of fishes goes up because the prolly the temperature is much more to their liking or perhaps the water below becomes less comfortable whatsoever which in turns makes the fishes goes nearer to the surface.
Or perhaps certain number or type of predators aren't hunting during night time making fishes come out during night time.

Outside pop culture as well as biblical references. This myth has something to do colors. Specifically the color red. What does the color red signifies? Well, perhaps it means painful open wound for its blood red color, or perhaps it means misfortune. Whatever it means, a blood moon or a red moon is such a rare occurance.
